Level 70 Profession cannot equip blue Forgehammer of Gond

For some reason, my level 70 professions cannot equip blue Forgehammer of Gond.

L70 Alchemy cannot.
L70 Jewelcrafting cannot.

L9 Armorsmithing can.
L4 Artificing can.
L4 Blacksmithing can.
L6 Leatherworking can.
L6 Tailoring can.

    Did you slot it and summon a tool from it?

    I do. I even removed the existing blue forgehammer and then summon a new one. Let me put it this way, the other 5 lower level professions can equip it. That implies the tool exists for them. But for the 2 level 70 profession, the tool is grey out in the tool selection pulldown menu.

    I have another toon who has cyan (not blue) forgehammer. He has no problem.

    Since this was moved to 2nd page, I guess you did not see this one when you were acknowledging various bug reports.
    My level 70 profession still cannot use the blue forgehammer.
