Workshop Intro Quest - Stuck on Dispatch Board

My artisan completed the task immediately and now I cannot progress through the Intro Quest. When I go to dispatch a worker, the button is grayed out stating that my delivery box is full. But I have not even received a quest yet to visit the delivery box. Slightly different scenario than the other posted delivery box issues, so posting as a separate thread in case they are not related.

    You can only copy character's over right now that have 0 professional tasks in progress, that was in the 0924.a1 patch notes, though even if you get past that... often 75-90% can not finish the TUTORIAL anyways, cause it never recognizes when you've taken items from gathering out of your delivery box.

    I'm stuck at dispatch board. It says to order an item, all looks good, I press on the Order button, choose 1 or repeat (it happens for both) I hear the ding-ding bell saying it was accepted, but the order doesn't process. It still says I have no orders in progress. I can't continue with the professions tutorial... It won't let me order anything on my Tailoring toon.

    Edited to add: Found out it is delivery box issue. My delivery box is full and I cannot open it to empty it till I finish the quest. But I can't finish the quest unless I open the delivery box to empty it. Catch-22.
