Thats only because they create no true incentive to PvP. No class balance, no rewards, no competitive options.

If they did what ESO does, putting good gear only attainable in pvp but make it worthwhile in pve you'd instantly reinvigorate pvp on all platforms. Good give pvp only players a way to earn ad etc.
Create a new currency. Currency "x" can buy "armor" that's bis for pve. Unbound upon purchase.
Won't hold my breath on something like that happening
