Is the Swarm the new best choice for a mount combat power? I think the +5% damage for the Swarm doesn't alone make the Swarm better than a 10% power increase from Tenser's, assuming a 50k base power. There are too many other variables that I don't know how to compare, like Tenser's attribute increases versus the Swarm's "take 5% more damage". I also haven't seen the Swarm fire in combat so I don't know if there's a delay like Tenser's or more instant, like the Tyrannosaur.

The swarm looks to be a 1-3% damage increase over Tenser's when facing a single target. Here's the way I got to this:
Tenser's power increase works on buffed power:
120,000 buffed power
+12,000 for Tenser's power buff
+1,536 power for Tenser's +2 Strength buff (based on a 27 Strength score)
From base 120,000 power adding 13,539 is a dps increase of 8.5%
The swarm gives you a personal damage increase of +5% and adds +5% more damage to the target (I assume from all sources, which benefits the party more than a Tensers) for a +10% total damage increase yielding an increase of 1.5% over the swarm.
Tenser's does add 2% more HP, so assuming 180,000 HP in a party with an OP running AoC:
+2% HP = +3600 HP increase from Tenser's CON buff
AoC increase = +36 radiant damage (1800 vs 1836)
If AoC is buffed by the swarm +5% damage that would be a increase of 90 radiant damage which is better than the damage increase from Tenser's HP buff.
My final thought was that the swarm tooltip "Your target will...take %5 more damage" implies a single target versus all targets. Given that, my thought is that the Tenser's is better when working through mob clearing because all targets are affected and you have 2 additional seconds of buff. The swarm would be better for bosses because the entire party benefits from the "take more damage" effect but the effect is limited to a single target.
Swarm will be better if just for the direct 5% buff.
