Found it at my guild but the mobs way overpowered me. Then killed him. Try again tomorrow. Looks like you only get one shot a day. I'm so WEAK!!!

It does appear to be bugged on a few instances. Please change instances. They are investigating.

@kreatyve It's more than a few. All the current nine (9) instances in Whispering Cavers are bugged out. The merchant has arrived at his destination but does not respawn at the point of origin. Five instances in Blacklake District ditto as well as at least seven (out of the fourteen existing) in Ebon Downs. That is not a few. Especially when you consider that it takes two minutes to change instances due to the cooldown, this quest is currently undoable.

@"robai#6206" Only the stronghold one has to be summoned and that has an intentionally long cooldown and you need the quest to trigger it. The other zones are meant to just respawn so if you miss one another one is meant to be along in a few minutes. But the instances are stuck and the merchant is not respawning.
ebon down is working, but not all zones. but they do have problem with merchants, loots appear little too slow, not enough time to gather my loot and it just take off too soon, it move little fast than it was suppose as last year, as i remember from last year it was on track and amount of time pause to give folks to collect loot rewards. now i am sick of catching up, PLEASE make it slow down just a bit, since loots pop too slow.
I was in Blacklake jumping every 2 minutes. No luck so I heading over to Ebon Downs and landed in his instance. I was on as my TR, I didn't have any issues keeping up... but TR with movement buffs.

I don't see the speed difference. I played 3 toons and they have no problem to pick up loot and catch up. In the worst situation, I can always ride the mount.

Whispering Caverns and Blacklake seem to have a problem - if you enter a fresh instance, you will find the merchant and you can escort him just fine, but he does not seem to respawn. Ebon Downs does not seem to have that problem ... so, just go there.

I ran the quest last night. Blacklake: In two different instances, the foreign merchant was not at the starting location. when I check the map, the merchant's icon was at the end spot. But when you go to that location, the merchant isnt even visable.
Whispering Caverns: Only tried one instance, but it had the same result as Blacklake, the merchant's icon is on the map but at the finish.
Ebon Downs: Only tried one instance, but this one was working. When I checked the map, I saw the merchant's icon, and it was moving along its path towards the finish.
So I was able to complete the quest, and escort the merchant all the way to to the finish.
But I did notice as someone above mentioned, the merchant after being accosted by bad guys, starts moving again pretty quickly, just like Linu did in the Maze Engine quest at The Chasm.
Yesterday spent 30 min in ED waiting for the merchant on #1 and #15 along with a huge group of others, none popped. Blacklake on #1 nothing. Got frustrated and signed out.
If you go to an instance and see that the merchant is at the destination area, then it is bugged. If they are at the start, then it isnt bugged. Upon reaching the destination, they should despawn quickly and reappear at the start.
If working correctly, someone has tonuse Protection Orders to start them again. You get the orders from the inital box you open but they are a random drop from the box after that. With enough people in the instance, someone should always be able to restart the merchant.
The bug is alleged to be deliberate on the part of some players. I won't elaborate for obvious reasons.

Not quite. You can only get the quest from the protectors bounty boxes, though, and can only carry one at a time. So, the moment you get a scroll, stop opening the boxes, and start the quest (best done at your stronghold, with a group). Once you've used your scroll, open bounty boxes until you get another. Repeat.
The nice thing about doing it in a group at your guild is that the boxes will keep piling up, but you won't have to burn through all yours to get another scroll. And you'll get many more boxes on each trip with the merchant. I ended up with 35 in under an hour with some guildies.
Both yesterday and today, I went to Ebon Downs, started riding towards the merchant, and got "Quest Completed". Never saw the dude. Then today, a guild mate and I did the mission in our stronghold, and I backtracked to pick up the loot that I'd dropped. There was another merchant standing there waiting patiently, which neither one of us had spawned.

Yes. The merchant will automatically respawn in the SH - and supposed to in all the other places, but he won't move until someone with the quest talks to him.
forgien merchants need to slow down a bit to allow players to gather rewards, or make renowns or purple drops as automatic, since it walking too fast. too much clickfest and players get in the way.
It completes for me in strange ways sometimes, like just standing around at the entry point of Blacklake with no merchant in sight, but you can make run after run with the merchant to earn some extra boxes or reknown.

Finally got an epic mount
