Loadout Switching Throws Items into Top Bag

After changing out a ring in one loadout, every time I switch loadouts on DC, unequipped items all end up in the top bag instead of swapping with the new item. I've tried redoing the gear on every loadout and nothing seems to help. It happened to my GF last year because of the same 2 artifacts being in different positions in different loadouts but nothing seems to be like that now.

    I've noticed this on my DC as well, it truly makes things annoying when switching loadouts entails nearly every item that I have equipped get barfed into the first open spaces in my bag. I like to keep things organized very specifically and having to take extra time to reorganize those items every time is horrible.

    It's happening to my alt DC as well, and other people. Seems it is somewhat widespread since the last patch.
