Help: Can't get the Elemental Evil Campaign started

I'm Level 70 and I'd like to complete the Elemental Evil campaign to try to get better gear that may increase my overall item level. I've completed the "Swords for Everyone" quest, which is what I believe is the preceding quest to "Coast Guarding" in the Drowned Shore, which is the quest I believe starts the campaign. But I haven't been offered "Coast Guarding" by anyone yet. Sergeant Knox is not giving the quest, nor is he sending me to Archdruid Morningdawn for the quest. Archdruid Morningdawn is only offering the elemental weapon quests, of which I have only accepted the earth one. What am I missing?

    coast guarding is offered by archdruid morningdawn in protectors enclave by the big tree

    Have you spoken to Minsc? You have to complete his storyline too, IIRC
