  Per the Patch Notes for PC last week, the bug was fixed on PC. I am not sure if it was an issue on console but if the fix made it into a PC build, it should make it to a Console build if needed.

  Yes, this bug does exist on console. At least on PS4 not sure about xbox. Also, I have noticed the cast time of the at-will Blessing of Battle has also been increased. Is this a bug or was it done on purpose?
