Hello, on Neverwinter Gamepedia for the lightning shard enchantment it says weapon damage as lightning damage with every strike but in game the shard says weapon damage as lightning damage with your powers. I was wondering is that different? Will it apply with each strike or with like encounter powers or such?

The Gamepedia is slightly outdated, fyi. Bless those souls trying to update eveything, because that's going.
Most of the time, you get a proc once per hit. For example, the GWF's Sure Strike gets a proc per hit of the combo ( Sure Strike is comprised of a 4 hit combo), or the Paladin's Burning Light procs once per hit of Burning Light (depending on how long you charge Burning Light, you can get 1-9 hits of Burning Light).
However, sometimes, the amount of procs you get can be more than once per hit (ex: GF's Enforced Threat only hits once, but you get two Lightnig procs), or just no procs at all (ex: HR's Careful Attack or TR's Smoke Bomb).
So, in a way, they're both correct.
