  I'm 99% sure it's single character. Hmmm maybe I'm 100% sure. The only acct-unlock companions are the ones that come with various Zen booster packs that are claimable on each character separately.

  Yeah, that's why I was trying to figure out since VIP is a zen only purchase. If it was on all of my characters it might tempt me, but I certainly don't need 6 more months of VIP.... I'm already at like rank 7 or 8 and March is fast approaching.
