Plz. Fix vanguards banner.

I used to use it as a general party buff in dungeons, the power/Lifesteal buff works as indicated, but apparantly the debuff applies to the party, and not the enemy. Please fix this as I've been driving myself insane trying to find a decent replacement artifact.
No idea what my toon is now.

    The team is aware of the Vanguard's Banner bug. QA recently asked for reproduction steps and they received them. No idea when this will be scheduled for a fix (moderators aren't privy to such things), but it's on the list.
