im new to this so bare with me - as a buffing dc. Rota: Astral/Blessing for full Divine. 3 x DG. BtS Empowered. Rinse and repeat with AA when up? Since were bringing buffs/debuffs how do we know were doing it right?

You're doing it right when everything dies extremely quickly. Unless you're running with DPS players which don't know how to use the buffs, which, in that case, you can only do so much.
If you're concious of knowing on whether you used BtS correctly, you can also check your buffbar (under your character icon) to see whether or not you have EmpBtS up (the tooltip picture of BtS should appear in your buffbar).
My general loadout is AA, Blessings + Seal, DG + Chains + BtS.
I like to toss 2 Seals on my enemies, then press AA, then Blessings, so I have my powershare and my 3 charges of Divine Mode.
Then I press 1 Divine DG (D-DG gives a damage buff to the team), followed by 2 D-Chains (to build AP and to expend my charges of Divine Mode).
Then I drop EmpBtS on someone, press Divine Glow, and Chains, and repeat the process 'till the team reaches the end chest.

very good explanation. thanks for this. ill try this out and see how it goes.
Its hard to explain, but no one can give you your rotation. It all depends on your gear and stats, otherwise, all we can do is help with the skills and tell you our personal rotation.
But in the end, our rotation will most likely not be your rotation and I dont think its going to be efficient for you to try and recreate our rotation with your stats either. I personally feel like Blessing is a great rotation filler, and can be tossed in and out of a rotation
Me, personally, I go in to each battle with full divinity and full AP. Its best to get in the hand of being able to come out of each battle with full divinity and full AP too.
Since you can get your cooldowns cut in half with AA, its wise to use your Chains/DG up before you cast AA(imo), preferably from a distance while sliding into position for AA. After that, blessing followed by your divinity rotation of chains +BtS, DG then a Chains or 2 blessings again and this will usually get me back up to full AP within the 5 or so seconds I started the rotation.
I find that DG/chains is best used before rotation instead of a Seal. I rarely find the need to heal my party within the first 8-12 seconds of combat. When it comes to actual healing, I find Searing Light to be much better if im struggling to keep my party up. Your APG is a little lower, but it balances out imo. Dont get me wrong, seal is great, but unless your party gets off their rotation to revive someone, its not likely you will need it. Pugs are a different story, usually lol

AA (if AP full) -> DG -> dDG on DPS -> dChain x2 -> BtS -> BB + 2x seals -> repeat
If no divinity:
AA (if AP full) -> DG -> BB + 2x seals -> dDG on DPS -> dChain x2 -> BtS -> repeat
Things get more complicated if you have high recovery/AP gain and hastening light.
