Rain of Arrows is bugged, and the quest Venting the Underneath is bugged as well.

As the title say, the skill "Rain of Arrows" for Hunter Ranger is now bugged.
When you press the skill, no AoE marking is showing up, and you can't execute the skill at all.
And while at it, the quest "Venting the Underneath" in the area The Charred Woods is also bugged.
You are supposed to pick up some explosives to clear some vents, but you are unable to pick up the explosive.

You may need to go so far as to go onto preview to strip your character down and rebuild back up to identify what interaction is preventing you from casting this power.

And a friend of mine who plays on the PS4, said that he has seen a lot of people saying the skill is broken on that system too.
But I will try a few things out, and then return here.

Still no luck. This is what I have done. Stripped my character of all gear (except the bow), still dosen't work.
Re-spec'd and as soon as the skill Rain of Arrows was available, I tried it, still dosen't work.
