Artifact Sets vs Greater Twined Rope of Dex?

I've just crossed 2k item level on the PS4 and I've been trying to figure out what to get next. Is there a specific artifact set I should go for or should I just go for the best pieces for each slot?
(I've got a Greater Twined Rope of Dex which I'm debating whether to equip or auction)

    I have Elol set, +4 str belt is probably better than Elol set, going to change to Orcus set soon, which should be best option there is for now.
    You should first work on things where u gain the most and thats Bonding stones for companion but first would be nice to get 2,5il so u can do Edemo and farm Twisted weapons.
