What exaclty does Account Unlock mean?

The new level 70 character thing in the zen store says "Account Unlock", what exactly does that mean?

    That's mean you can claim/use this things on every character in the account.

    Some "BoA" packs include "Bound to Character" stuff. So you can move them around between characters via mail/bank.

    So does that mean if I buy this level 70 character pack I can use it as many times as I want? Or I can just move the items that come with the character around freely?

    It is really too bad they don't allow these things on preview to be purchased....would eliminate a lot of the guess work.

    What makes it so confusing is the words "account unlock" because that makes it sound like buying it unlocks it forever but in the same description above it says "owlbear available with multiple purchases"....so I'm not sure if that means Owlbear is the only difference here or what...I mean I can understand not getting an owlbear every time though it would be nice if that worked like the mounts that come in the other packs. Mainly I'm just curious about this "account unlock"...

    In this case, it seems to mean that it's applied to your account so you can use it from the character select screen, as opposed to a physical item you receive. I believe you only get 1 level 70 character per purchase.

    Account Bind on Pickup is different than an account unlock.

    An item that binds to your account can be moved around via shared bank or mail, but you only have ONE item.

    Account unlock items are items you can get on each character on your account. So, mounts from the zen store are account unlock - you can claim them from every character on your account. Zen companions are character bound - you can only get them on ONE character. Packs from the Zen store (Hero's, Guardian, Fey, Dragonborn, and the various class packs) are all Account Unlocks. You can claim those packs on every character you have (and any new characters you create). Some items you get from buying those things are NOT account unlocks like that, that is,they are not reclaimable (for example, Greater Bags of Holding are typically like this. Also, very important: The Portal Hound companion from the Feywild Pack is NOT account unlock, it's a one-time claim. It's different than ALL OTHER PACKS in this way - personally, I think that's a huge bug, but... Cryptic.. what can you do...) . You can only claim one per account in those cases, but you can choose the character to claim it on.

    "Account unlock" or "Character Unlock" just means what it can affect. Character unlocks affect a specific character (probably the one making the purchase), such as Respec or Change Appearance Tokens. Account unlocks either apply to all characters or add functionality to your account.

    The Prebuilt Character is an Account unlock because it allows your account to create a new level 70 character.

    Now that this question is asked, I wonder if I could create mouseover text for those phrases.

    So, based on that, I suspect the items that come along with a prebuilt toon are character-bound, will only be available to the prebuilt character you create and will not be reclaimable at a later date.

    Making these items free and obtainable on the preview server would have the result of players being able to answer these questions. Making the tooltips clearer is an option but I can't see you guys making it clear enough.

    Wait... if you create a level 70, and then delete it, do you have the ability to create a new level 70? Is all the stuff bind on pickup, such that there's no way to exploit that system? Or did I misunderstand things?

    No, it's a one-off account unlock. Just like how the Race Reroll is an account unlock, it unlocks on the account once per purchase. The only things in the pack that aren't bound to the character or the account are the Rank 5 enchants in all the gear and some trivial consumables in one of the character bound packs. When removed from the gear, those Rank 5 enchants are unbound. Everything else is either Account Bound or Character Bound, save for some trivial consumables.

    Here's some further insight to what the pack has:

    Account Bound:
    [Painted Owlbear Pack] - Using gives choice of [Black Owlbear], [Purple Owlbear], [White Owlbear], [Tiger-striped Owlbear], or [Striped Owlbear]. Chosen Owlbear Mount is Bound to Account until used and is then consumed and added to that character's Stable that used it. Each Owlbear has a different Equip Power. Keep in mind, this part of the pack is only available for a "limited time."

    [Retraining Token] - This is an account bound token. Once used, it is consumed and applied to the character becoming an available means to retrain the character via the Powers screen.

    Character Bound:
    [Seasoned Adventurer's Artifact Pack] - Using it gives the choice of [Aurora's Whole Realms Catalogue], [Waters of Elah'zad], or [Lantern of Revelation] Artifact. When chosen, the Artifact is likewise Bound to Character.

    [Seasoned Adventurer's Items Pack] - Using it gives the character 150 gold, 2 [Runic Bag of Holding], 1 [Stone of Health], 50 [Potion of Superior Healing], 50 [Greater Scrolls of Identification], 50 [Major Injury Kit], and 50 [Portable Altar]. The two [Runic Bag of Holding] and [Stone of Health] are Bound to Account while the rest of the items are Unbound. However, once equipped on a character, the [Runic Bag of Holding] becomes Character Bound.

    Also, the character will be wearing a set of Character Bound Blue-Quality gear (Head, Arms, Chest, Legs, Two Rings, and a Belt) that all have an Enchantment Slot. These items will be inlaid with an Unbound Rank 5 Enchantment.

    The character will also be equipped with a Character Bound Green Quality Elemental Artifact Weapon and Off-Hand for their class with a random Artifact Power already unlocked, each inlaid with an Unbound Rank 5 Enchantment in them.

    The character will also be wearing a Character Bound Epic Quality [Cloak of the Emissary of Neverwinter] that will be inlaid with an Unbound Rank 5 Enchantment.

    As well, the character will be wearing a pair of Character Bound Blue-Quality Shirt and Pants.

    Your character's Stats, Powers, Feats, and Paragon Path will all be pre-chosen for you. This is what the Retraining Token is for, in case you do not like what you have been pre-built with. Also, your gear's Unbound Rank 5 Enchantments will be enchantments that are suited to the pre-chosen path you were given. So, if you choose a Scourge Warlock, you'll be given mostly Dark Enchantments. You can see what gear your character will be given by viewing the pack in the Zen Store and then clicking on the "More Information" button.

    Lastly, there does seem to be two bugs with the pack. One in that the character does start off also with an applied Common Quality Horse, yet there is a bug that when the character switches to a different mount in the Stable, the Common Quality mount vanishes completely. The second is that the pack states that it gives a [Personal Greater Stone of Health], when it actually gives a [Stone of Health].
