How do you fix "Too many actors in a small area"?

Hi folks. I just came back from an extensive break from the game. A few years now. I loaded into the Foundry and saw one of my quests broken. I was getting the "!" message: Too many actors in a small area. Again I haven't fumbled around with the Foundry tools in a while. What causes this error and is there a generic quick fix for it?

    Too many encounters in a small area, I don't remember how large this "area" is, but if you delete or move away (separate) some encounters that are together like in a party, it will fix the warning.

    They did it to finish with the "farming quests".

    New as in the past 15 months-ish. It was an anti-farming move. I don't remember the required distance either, or the patch notes it was included in.
