Character power problem

in Player Feedback (Xbox One)
Hi, I've created a guardian fighter 3 days ago. Now I'm level 43, but I can't use the Combat Challenge power yet. (When you press RB). I don't know if is normal or not. Pelase fix it.

    Really, Can't they fix it. OMG, anyway I have a 63lvl paladin. Thank's for your help.
