No way to get the NCL rewards anymore?

I'm a not really active player anymore but I noticed the double RP weekend and the Celeste promo. So I thought why not log in, cash in my NCL tokens for blood ruby pack and maybe play a little. But the NCL vendor is gone. so no chance at Celeste and no RP....
Can we have that vendor back please?
and while on topic: will we ever have another NCL season?

    Lucky for you, the official word is that there's more NCL-like stuff coming, and with a little luck that will bring back the vendor. One day.

    Considering the following facts, yes:
    NCL was supposed to be an ongoing league, split by seasons.
    NCL tokens are classified as "seals", not as event currency.
    The vendor stayed in game for weeks. I'm sure I still seen him when mod 7 launched.

    Also the NCL banner is still on the wall in the trade of blades.
