Tuern treasure chests only open with keys that you MUST purchase?

Somebody please tell me I'm misunderstanding this. The treasures chest don't open unless you use a Zen purchased key? The keys aren't for extra treasure, like in Dread Ring, with a single key and a single chest per day?

You get a freebie chest while the skirmishes event is running. You can craft a key for the other chest in the campaign interface (it does still cost some AD). Also, you can decline the chest to save your key if it gives you <font color="orange">HAMSTER</font>.

last i checked, the one chest in skirmishes were always open and during skirmish hour they simply had 1k RAD inside them as well. The second chest is the one that needs the craftable key yes.
