When casting Divinity empowered encounter, Allies should receive 36% Temp HP at max rank. Even though I have 3 points into this class feature, I can only give people 10% Temp hit-points.

Not sure this is a bug. I had assumed it could be more, but it clearly states 10% max. I thought that meant for level 1, but it could be the total. Level 1 for some unnamed amount(not uncommon in this game) rank 2 12% more and same at rank 3. Conbination of all 3 10% max. But, it would be nice to get clarification.
10 % is still worth it to me, as I use it as a second choice "fire and forget" boost anyway.
SO, if the Unstated lvl1 value is 8%, than rank 2 is an increase to that by 12% = 8.96%, and rank 3 is 10.03%. That defiantly would make sense and would equal the numbers I am seeing. I am with you, Clarification would be nice. Do People who work with the game ever get on here and comment?

Rarely, usually only if the problem has a significant impact on the game or players. If this is WAI (working as intended) there will probably not be any response. But, I and you, can hope.
