Question about the SW/HR Booster Packs

So I have a level 30 SW and was wondering about the armor and weapons that comes in this pack. Do the armor and weapons level up as you do as per the Dragon Bone items or Do you receive them at regular interval levels as per the Heirloom set or are the a one time buy?

Any help in this matter would greatly be apreciated to see IF I were to buy this and/or the HR packs.
