Unable to apply +100 Power armor kit on Elemental Fire Armor

Unable to apply +100 Power armor kit on the new T3 PvP Elemental Fire armor (GWF)

I have tried double clicking on the armor kit then click on the armor to apply, the pointer occurs but as soon as I click to apply, nothing happens and it does not consume the armor kit

Description of the armor kit says the minimum level for the armor is 60, not sure if the new 'item level' change could have affected this.

It is the same for me with the Major Power Armor Kit (+200 power) on the DC set; Elemental Burning Duellist.

My guildies actually suggest to apply them while the piece is unequipped and it works.
