"Close to the Crown" Bugged

I just tried to run the "Close to the Crown" mission in Blacklake. The 2 named guards for Karzov spawned at the top of the stairs rather than in the final room after the cut scene. Killing these guards before the cut scene prevents being able to kill them when the actual subquest becomes available, so the mission cannot be completed. This also means that players cannot claim the free bag that is a reward for this mission
