repentant dragon cultist key

I keep hearing that it's a rare drop, but what are the skeletal dragons used for? I got all 3 but I didn't get anything in return. What's the drop rate of this cultist key? Is there any way at all to increase the drop rate for it, and if so please tell me.

    The dragons you get from the vats are simply "wingmen" to take some of the heat off of you. As for the key, yea rare drop but I've gotten 2. 1 was just doing normal dailies and it dropped. The second was after repeating the magic shelter map 16x in a row (not taking final chest and repeating over). Shelter is the only map that can be cruised through without killing everything making for a bit faster run.
