Yes it's not a nerf but a bug which the item level is only 60.

It's not just the HV set, I'm having the same issue with my HR's gear. This, in combination with the LS nerf, is making it very difficult to play. I'll be taking a break from preview until they at least get the gear fixed.

bug,

ilvl is susspoed to be 108, not 60 on those.

It's a known bug. All "changed" gear seems to be affected (dye, transmute, reinforcement). They already said they are working on it.
