Damage not registering properly

I am on the preview server testing out a Spellstorm Renegade CW build. However, I've run into a problem. After a few minutes of attacking dummies several spells will no longer damage the dummies. I'm using Conduit of Ice, Icy Terrain, Storm Spell, Steal Time, and Oppressive Force. Conduit of Ice and Steal Time will still damage the enemies, but Oppressive Force, Icy terrain, and Storm Spell don't hit the dummies at all. The combat log doesn't even show when I cast the spells. I have to leave the zone, wait for a few minutes, then come back before the spells work again.
