cant carry on playing due to this

okay so my problem is a quest up in vellosk, i believe its the last quest before you do the boss before idris what it is i cant accept the quest from the dying howl it has a greyed out ! over his head i click him but he has no quests for me.

i had the same problem on my other character both characters are stuck on this quest so can some one help me as i cant carry on questing untill i do this quest

    Look at this link- Vellosk

    It lists all the quests in that zone and most if not all of what is needed to do them.

    I have no idea what is going on in your case, but it may help you to see all the quests and determine if you missed any.

    haha okay my bad iv sorted it now just by lvling up to 39 and i suggest neverwinter fixes this problem as iv seen its gone of since 2013 and they havent fixed it yet

    It's not a bug. A greyed out "!" means your level is too low for the quest. Easiest way to fix that is to join a dungeon/run a foundry.
    I'm not sure why some people even have this problem since the general consensus is that you gain levels too fast in this game. From the few cases I've seen it seems the likely cause is people skipping questlines or having a high level character in your party.

    Ever since they "streamlined" Blacklake, I've seen more issues with people being underlevelled and not knowing where to go next than with people being overlevelled. It probably is not such an issue for anyone who dabbles in Foundry or PvP or always does the dungeons and skirmishes (they may even still level too fast), but sticking to just the main questline has several points where people stall out. This happens to be one of them. Right after the Plague Tower is another.
