I really liked Foundry missions and I ended up quitting the game in around May of 2013 when the devs nerfed Foundry missions. (IIRC, they limited the amount of XP per minute you could earn, even for legit missions, in order to stop exploiters.)
I was thinking about trying the game again. Is Foundry XP still nerfed? Have there been any major improvements (or deteriorations) in the game in the last 18 months? Has the Foundry been improved? Is the Zen Store still overpriced?

I'm older than you. But I meant "old player" as in "previous player," not "player who has been on Earth long enough to yell at kids to get off his lawn."
Another question: what is this "RP" people are discussing on the forums? It's not Roleplaying; it's some kind of item or currency.
Refinement points. The old style of fuzing enchantments got revamped into a new system of refinement. Rather then mashing enchantments together. Enchantments are improved by feeding refinement points into them. Basically leveling up the item in a way similar to XP.
As for your other points, foundry is still nerfed and mostly neglected. But the game has improved, depending on who you ask. There is more depth to it. More ways to customize your character, either with gear, boons, or the simple addition of more classes and paragon paths.

In 2 days we'll see if the supposed "foundry development push" between mod 2 and 3 ...um, er... mod 3 and 4 ...er... mod 4 and 5 is more vaporware.

That's really a shame. The creativity of the player base is amazing. The idea of harnessing that creativity is what originally attracted me to this game.
Downsides:
they over did it with boring dailies
made dungeon loot highly bop apart from the extremely rare stuff you're unlikely to see
gear score super inflation, also makes content trivial
new refining system is a pain to max artifacts and artifact equipment
neglectful of bugs
balance is worse
coal wards bop except from the zen store (still 1000 zen), rarely come from coffers too
don't trust their marketing
foundry is still a little limited
people can report your comment on the forums just because they don't like you have a different opinion
more bop stuff to come

some zen store cost decreases, though still pretty expensive and other newer items have a really high cost
mod 5 income, first raid with a token system which may add more re-playability than any of the previous mods (which imo isn't hard to beat)
pvp campaign and ladder (though the ladder is inferior to any other competitive game's offerings)
lots of free events, though some do have their flaws.
What you think about the game depends on what you care about in a game. Personally I don't feel valued and so that has put me off along with all of the other flaws.

It depends on what you're looking for. If you dont PVP then you can avoid almost all frustration and the need to overspend real money in order to achieve higher power level. In PVE with the right group of friends/guild the game can be fun. XP is not a problem, getting to 60 is easy

The game is still fun. I recently started a new character (my 4th) and have been enjoying the main quest and some foundries along the way. If you take it slow and enjoy the ride, the game plays very well. Also, for leveling up, the foundry gives really nice experience. One foundry can fill a good chunk of your experience bar. Combine that with the Rhix daily quest for diamonds, and you have yourself a fun leveling up experience.
Sure, if you want to have all legendary items and want to be overpowered fast, this is not the game for you unless you want to spend money. However, all pve content is fun and easy to do well without much investment into the game. So it all depends on your mindset. I say, it's fun, and i'm looking forward to playing it for a while.
If you level 60 you do your dailys. Normally a new module/campaign only takes one hour. Then you are free to do whatever you want. If you need equipment go in the dungeons with your guild mates. If you need AD go in the Dungeons with your guild mates (they still exist, but most play don’t find them PM me if you want to know more.)
If you own your T2 equipment, get three artifacts and level them up with refining points (invest some of your ADs on a daily base or go farming). The same is it with the artifact equipment. It will take some time, but it is not necessary equipment at the moment only nice times sink to optimize your Gearscore.
If you want to experience nice stories with little reward then there is the Foundry. If you want to compete with other players you can go to Icewind dale open PvP Area or queue for an Arena PvP Match.
In the future there will be a new campaign with a big heroic encounter fight against the five headed dragon goodness Tiamat. So stay tuned.

If you own a GTX 6xx or an GTX 7xx you most likely can’t experience the new stuff of Neverwinter because it creates a lot of DirectX Errors.
