Cleric feat "Templar's Domain" only procs once every 5 minutes and lasts for 9 second

Templar's Domain feat is underpowered. You are allowed to put in 5 points into it, but no matter what, it only procs once every 5 minutes! 9 seconds armor pen buff every 5 minutes is SILLY.
To make sense, templars domain should proc more often for each point put into it, and I would expect at 5 points it would proc once every 30 seconds or so.
In any event, adding points to the feat should make some sort of difference!
