Ok so I'm not fully caught up with what's going on in game so I tend to have questions about what's going on most of the time. Todays question is brought to you by your daily dungeon and sponsored by "Wut??? Drinks".

So I'm currently levelling an HR and i was at lvl 52 yesterday when I queued for ToS... i got in and my level was changed to 54. Everyone else was like 57 or so so my question is why was this done??? Some sort of balance thing that is new or what?

Queue restrictions were relaxed quite some time back to make it slightly more difficult to outlevel being able to queue for skirmishes and dungeons. So you can queue a few levels up or down from the original restrictions but you'll be adjusted. Mostly this is going to be reflected in your hitpoints since you're not getting access to more powers or anything.

But the dungeon said from 50 - 55 so i was within the limits at 52

Not sure, presumably some kind of party-balancing adjustment.

I never interact with the queue for heroic dungeons, just solo or duo them by entering by the doors when I feel like it.

I actually noticed this myself the last time I was leveling a character and playing Skirmishes along the way. What it is, is that they've given each queue a level. If you haven't reached that level you're bumped up to that level when you enter in. I've no idea what the reasoning is other than, perhaps, to keep a higher level character from spotting somebody with what they deem to be too low a level and either kicking or leaving.
