Question about overload enchants - red and green dragon glyphs

For these two overload enchants, they have a 60 ICD. But if you have two of them, do both proc doing double the effect or just one of them and then the other afterwards making it 50 sec uptime at 60 ICD?
Also, for green dragon glyph, if you proc it 10 times, it will only stack maximum of 3 for 2700 damage over 6 sec all the time? Wouldn't the red dragon glyph be better then?
