It's probably been suggested before but I would like to throw my 2 cents in. It would be an excellent feature to have 3 or more spell or ability sets that we can use. So for instance as a CW we could have AOE in one set, and single target on another set. And be able to change the current set we are using by clicking a button.
It becomes a real pain doing ToD content with one set of abilities. Doing ToD dailies (killing mobs etc), then killing the dragon x 5 = a lot of spell or ability swapping.
LOL dungeon as well, mobs, then fire scorpions, then mobs, then boss. That's just a pita when you have to change from AOE to single target, back to AOE and then single target again in the space of about 10 minutes.
I gave examples from a CW viewpoint , but I am sure other classes would make good use of this as well.
I think you mean skill loadouts and yes it has been suggested many times and despite it being a really good idea the developers don't seem to want to give us that option.
I think the devs are probably considering this for the future, but they have a lot of other things to fix, such as the big "class balancing" act that is proving difficult to achieve (and probably never will be fully achieved) and a myriad of bugs/glitches. This type of change is not small - it will take pretty serious programming and testing, based on my limited knowledge of programming.

Personal i never switch encounters and have never felt like i needed to, but I'm not opposed to them adding this feature.
I just have gotten used to switching powers before a final boss fight, as for putting up skills for pvp or attempting IWD pvp daily that usually requires more then 1 skill switching so this would be nice - however not all that needed I can see it being abused though esp if when you switch the powers are not all on CD (assuming they ever do this)

Switching powers for a boss fight is one thing, but in LoL, I need to switch them between most every encounter. If that was a long dungeon, I'd have probably quit doing it by now.

I've played alot of other mmo games that feature some sort of action bar in their system and all of them feature a swappable action bar. I don't know why this game doesn't feature such a simple basic function in the first place. Anyways this, "swappable action bar" would be great to have in the game. You can already switch your spells around anyways, a switchable action bar just makes it faster. Its like being able to sort your bags manually but now you have a button for it.
Anyways ofc if they did add this they wont blindly avoid the global CD when swapping . There shouldn't be any abuses to a switchable action bar since its just a basic utility. Even so there is already a system in place like that, if you try switching a spell out you get like a 10 second CD which should be the CD when you swap if they had switchable action bars. I think they should include... those 2 tiny yellow boxes to the left of your encounters as a swappable included in switchable action bars as well. (I forget what they are called lol)

Well, you should play a tank then and switch regulary between dailys and dungeons. Its just superannoying.
Also i would like some form of dual spec. Would make grinding those dumb dailys a lot more comfortable.

Yes, this also was suggested too.
Possible variants include not being able to change for X seconds after you last encounter came off cool-down, or if you still are in combat.
