I don't have any options whatsoever to start doing the ToD campaign, it was a problem earlier but now it's completely undoable, atfirst It gave me the option to go to neverdeath and kill the dragon there, then it said after that go back to the harper in P.E, I come back now and theres no option to talk at all...

The quests you get in PE ( Culling the Cultists) are the weekly ones, but you can get a random daily "Commom Cause". (from wich you already unlocked)
They will be unlocked by advanced in the campaign tree.
