Loamweave Enchant Does nothing.

I have been using this enchant, and checking in my combat log for any damage or proc. nothing shows in combat log. Not even an original proc. I was trying to find out if it had an internal cool down, or if it was worth using. but to the best of what I saw. It didn't even work at all. Please fix this enchant as it seems like it could be interesting, unless of course there was a 1 minute internal cool down, like most worthless enchants have and this cool down is what makes them worthless compared to what is used. Barkshield and SoulForge.
