A few days ago, I tested my sudden storm on a dummy and I was able to get between 27 and 30k crits on it with no interference from anyone and by using arcane missile and sudden storm only (wanted to test combat advantage multipliers).
Now today, after upgrading my ioun stone of allure to the epic version (currently lvl 26) and my blink dog to epic version too (level 25), the maximal hit I've been able to get was a low 25k hit using the exact same circumstance. The only other change was that I upgraded my lantern of revelation to level 75 (was 74).
I've been suspecting the damage loss since I started playing today but the testing on the dummy just confirmed what I was suspecting. This affects every spells I use.
Edit: yesterday, my crits were all over 20k with lightning storm and I'm having a lot of 17k crits today. There's really something broken.

I don't think anyone has done any focused testing, but suspect the problem stems from your blink dog. I recently saw some test results, probably from Kaelac, that indicated that it didn't help much or didn't work. Yet other people have claimed it does. This makes me wonder if the bonus breaks if it's upgraded.
I don't really have the capacity of test it myself, but if blue/purple blink dog doesn't give the right bonus, that needs to be fixed (obviously).

Also, I see the same damage loss on a non crit non combat advantage sudden storm strike (7.5k vs 10k previously).
