Hello, I'm a old player that's returning after a long hiatus and there's a lot of questions I have towards gearing, skills and the likes. The last time I was playing was slightly after the changes (nerfs) to the shadow weaver set.

First off, I've been reading that armor pen doesn't affect all of our skills, could someone tell me which skills aren't affected?

Also, I see that power has been reworked (used to give a flat amount), does it have diminishing returns? Did they modify diminishing returns?

Is greater tenebrous enchants still the best possible enchants for offensive slots? Is greater plaguefire the one for weapons?

Did they fix any of the bugs that were happening with singularity? Such as sudden storm not being able to hit monster being pulled or the shard of endless avalanche?

Is the ioun stone of allure still the best companion possible?

There's a lot of stuff I need to know to get back in touch and I'd like all the info I can get, thanks!

I don't know if there is a more recent list, but here are the skills that were not benefiting from armor penetration.

    http://nw-forum.perfectworld.com/showthread.php?548981-CW-Powers-not-benefitting-from-Armor-Penetration

Power has been reworked, but they have not gone to diminishing returns. In fact, they've gone the other direction. Before module 3 Power added damage to each ability, in Mod 3 power now multiplies each ability. For each 166 power you have damage is increased by 1% across the board. Power now has more effect than it ever did pre-mod 3.

I believe they fixed the tenebrous. Previously, tenebrous enchantments ignored damage resistance, deflection, and dodging. They no longer do. I believe they also increased the cooldown. Perhaps someone who has been around longer than I have could confirm that. Radiant is now the most popular for offense slots. Vorpal and Plaguefire seem to be the most popular for weapons.

No changes to singularity. Sudden Storm and Shard of Avalanche won't hit enemies as they're getting sucked in.

Ioun stone is still top dog. But, depending on when you left, you should know that you now get active companion bonuses. You have five companions active at a time (not summoned, just active) and each gives you a different bonus unique to each companion. So you'll want other companions in addition to your Ioun stone.

Thanks, I didn't know about companions. Does their level matter for the extra bonus?

That really sucks for armor penetration though. Do you know if plaguefire and ray of enfeeblement also suffer from that (that there's skills not being affected by their dmg bonus).

Good stuff to know for power. I can easily see why it's top now.

plaguefire isnt as useful as it used to be aswell the defence debuff doesnt last long enough since more people use interupts, CCs, prones, ect

your best bet would be to go str8 power as mush as humanly possible and then stack as much hitpoints as you can because cw's get targeted the most / get thrown around the most by melee idiots
