Hindering Shot AP gain

Testing done under the following conditions:

0% base AP (emptied with dailies)
403 Recovery (+2.6% AP gain)
12 INT
Used Hindering Shot 3x in a row, then waited for the skill to be fully charged before using 3x in a row again.




Hindering Shot has 3 charges
Using the skill 30x in a row = +20% AP

For the first 15 uses, the 2nd charge gave 0% AP.
For the next 15 uses, the 2nd charge gave 1% AP, but the 3rd charge gave 0% AP.

This means that the skill averages less than 1% AP per use. This seems exceedingly low.
Even +1% per use would seem exceedingly low.

What do u expect? An HR already gains so much ap, he does not need more. Even as a CW u got Spells, which give u nearly nothing. Also an HR can use daily powers with less than 100%. It is more than just that this class cant gain as much as a cw or dc... Your strength is somewhere else.
