The Emissary of the Dead Quest Reward Stats Wrong?

Just curious: The Exalted Ambusher's Bow is a lelv 28 bow with 108-132 damage. In comparison: I'm currently using a lvl 24 bow, also green quality, that already does 152-186. Seems off.

Can't recall if this is the case with other classes, I rarely do that particular quest.
