Tenebrous Power is not affected by armor penetraton/resistance ignored

Tenebrous Power is being mitigated by damage resistance with no regard to the wielder's armor penetration or resistance ignored stats.
Example1: You hit a mob with 18% damage resistance and you have 24% armor penetration. Your normal attacks will do full damage to the mob but your tenebrous power is mitigated by 18%.
Example2: You hit a GWF with 45% damage resistance and you have 25% armor penetration. Your normal attacks will be mitigated by 20% but your tenebrous power is mitigated by the full 45%.
This bug applies to both armor penetration and the resistance ignored stat that some classes get from ability scores, (i.e. Dexterity for Guardian Fighters).
This bug does not apply to any defense reducing debuffs. These appear to be working normally.
