Impact shot and rubberbanding

Can this finally be adressed soon? It was mentioned hundreds of times already! Impact shot is said to push you slightly back. Nothing else. So it should be possibly to move and to dodge when someone targets you. Instead you can do nothing. When you try to dodge you rubberband to where you was before. You cannot cast, you cannot do anything. The 3 charges all just hit you because it basically stuns you. This is annoying in PVP and that's why like 99% of all rogues use this, because it is a cheap way to kill someone when he cannot move for 3 seconds.
