I'm back to this game, was away since open beta, really enjoying this game again!
Back then, there was a BUG: if you put two runestones of the same type/rank on your (stone/cat) companion/pet, it was bugged, you didn't get the full effect. Example, in two offensive runestone slots, you put two rank 6 empowered runestones (+150 power) in the offense slots, you wouldn't get the +300 power. You had to use different rank levels, i.e. a rank 5 and a rank 6.
I started to check this out last night but got sidetracked. My rogue has two rank 5 runestones on her Ioun Stone for armor pen. I added up all the bonuses for the items and the runestones and found that it didn't add up. However, pulling all the items off came up with a total of 240, which is correct for the two stones - 120 apiece. What isn't working right is on the items. I had an epic ring with no armor pen and a dark enchantment. It was giving the correct number. Then I had a blue amulet that gave 223 armor pen along with a dark 4. The enchantment on the piece wasn't giving me a bonus. Additionally, on the item, it has the bug where the enchant modifier shows up twice, +90 armor pen and +90 armor pen. So to answer your question, any bug with the runestones seems to have been fixed but there's another bug out there. I don't know if it is related to the Ioun Stone or not though.
At least with the coming changes in Module 2, I can save the enchant (even if it is just rank 4). May get on Preview at some point and see if other value enchants have the same effect.

You will see the visual bug impacts not only the "Equip:" line with the double entry for the enchant but also the "Equip:" line of the affected stat on the item. In other words, you are seeing something like this with the enchant present:
But if there was no enchant, this is what you would see:
Equip: +133 Armor Penetration
Thus, the correct enchant value is being provided, it is just that it is directly summed into the original item stat AND there is a visual bug showing a doubled up entry for the enchant value (a line that provides no stats of its own). So, your companion will be giving you the correct +223 Armor Penetration from that item.
Yes, these visual bugs can be very confusing. In the old days, it was an excellent way to make free money!
Ah, thanks. There are blue rings that give values along those lines, two stat boosts instead of one and one of those boosts is nearly double. I didn't think about the fact I haven't seen any neck pieces like that.
Still going to replace that enchant once I can do it for gold. Just a stop gap while I was leveling my stone last week.
