Retraining token

So after the patch I bought a Retraining Token from the Zen-Store (already used the free one).

But I can only use it on the character that I purchased it with.

I thought retraining tokens could be used on any character on the account.

Is this working as intended or is it a bug, that retraining tokens from Zen-store can only be used on the character on which it was bought?

It's intended that way, why would you want to buy a token on one character that you plan on using on another?
I believe it says that items are account-wide on things that can be used on all your characters.
