This bug began yesterday with the Feywild patch.

    No, its not a bug.... its their idea of fixing the "Flame Strike now does more dmg than Hammer of Faith and it is aoe" problem. Next they'll nerf Daunting Light because of "my aoe encounter does more damage than my daily now".
