bad luck or bug?

I have run the dungeon delve event on epic several times on my GF and I get Heroic armor in my end box every time. I thought the the delv event garentees a Purple drop in the end box when run during this event.
I had a party member tell me this is definatly a bug and I should report it. They all got purples. So I asked on the zone channel and most folks say this is in fact a bug and i should be getting a purple, but i had a few say epics are not garenteed in the delve event, you just have a much greater chance and appaerntly, I am have very bad luck by haveing the blue armor drop multiple times.
On my mage, I have had a heroic helm drop or the epic focal bracers and it seems the helm drops if we skip the second boss (cloak tower) otherwise, i get the epic. I made sure we got the second boss both times on my GF.
So i am guessing that the person that said epics are not 100% and the second boss has nothing to do with it.
Can someone give me a difinitive answer and hopefully some reference to confirm this?

These are rough drop rates estimates observed from running 75+ dungeons, and observing all party members loot. The figures won't be exact, but it should be useful to players to get an idea of where it's best to farm for each item.
Tier 1 dungeon delve chests:
10% - drops the T1 set armor/weapon piece the in game description says (note each class has 3 sets)
40% - drops the other T1 ring/necklace/belt piece the in game description says
45 % - drops a random junk piece of purple loot - usually matching what the final boss can drop
5% - drop a random junk piece of blue loot
i guess its bad luck
That would be an extreme bad luck if u keep on getting blues with only 5% chance to get them in t1.
