All racial bonuses lost when resetting characters

My elf clerics each have 8+ less total stat points than my Halfling cleric (no roll combinations exist that are even close to being this far apart from each other). My dwarf cleric has 4 total stat points less than my Halfling cleric and my dwarf purposefully chose stats that maxed total stat points, I reset my dwarf using AD. I never see any indications that my elves or my dwarf receive their racial special abilities. As such I am convinced that whenever you reset your characters your racial bonuses and abilities are completely removed.
