    Plague Fire: The Defense debuff no longer reduces the target's overall Damage Resistance, but instead properly reduces the Defense stat. The debuff is less powerful as a result.

    I think it might've been in the preview patch notes that had exact number of 9%.
    Either way, testing confirms it's 3%stack/9% total.

    That 9% is GPF? Doesn't sound anywhere near as good as Vorpal. Or even Lightning...
