Now, this problem has been going on for over 24 hours now, and there are reports of the issue in the Foundry sub-forum going back that long.
But it seems no one from Cryptic reads the Foundry Forum (that explains lot actually), so it needs putting where they will, hopefully, see it.
24 hours and not even a post to say "we are aware and looking in to it"?

Two tips:
1) Try not to be a condescending id*ot.
2) Actually explain what IS happening, not what is not happening.

Hell, I can't even figure out exactly what you're talking about.
Actual input you can use:
Try completely exiting the application. Restart your computer. Log into the game, go straight into the Foundry (don't pass GO) - while still looking at TAB #1 - change the description slightly (add an extra space between two words) - hit the SAVE BUTTON. Then erase your change in the description (remove that extra space) - HIT THE SAVE BUTTON.
Now, hit the PUBLISH BUTTON and *WAIT* until the yellow message in the top right of your pretty picture says PUBLISHED.
Then, CLOSE PROJECT. Log into the game. Pick a character, any character and launch. Check your in-game MAIL. You should receive a mail message stating that publishing was successful, usually within 15 minutes or so.
If you do NOT receive this mail, wait another 45 minutes. If your quest does not show up in the library, then post a new thread in the FOUNDRY area of the forums - inside the BUGS area of the forums and give details on what you did, how you did it, when you did it and what you saw.
THAT'S how you get the attention of the devs.
