Rank 2 & 3 of Prophetic Action have no affect on skill up time!

The title says it all - Prophetic action is supposed to have 10 second reduction on its cooldown of 60 seconds per rank. However, I have Rank 3 Prophetic Action and yet my skill still takes 60 seconds to return. The skill is bad enough as it is, and it doesn't even work right :P!
