Sometimes it can be helpful to scroll up to their name. This effectively stops chat from scrolling and makes it much easier to click on their name correctly.
If Cryptic would stir from their slumber long enough to institute some brand of Market and LFG tab then Zone would not be quite so scrolly, but that would be the smart thing to do and why break a trend.

Piffle. If you can't be bothered to move from Protector's Enclave OR to remove zone chat from your tabs...why should THEY get off their butts? Hmmm?

Their issue with chat isn't that they can't figure out how to not see it, so you're offing a solution to a problem no one has. The issue is that zone chat is being used for three different things at once (general game chat, trade chat, and LFG), and posts scroll by so fast that it's very hard to follow what's being said. Telling someone to leave the zone or remove zone chat from their tab does not actually solve issue of them not being able to follow zone chat (if anything. people being frustrated enough with the state of zone chat that it'd cause them to physically leave the zone would be evidence of there being an issue). Having official trade and LFG channels, however, would.

Except I have verified for myself that the ONLY zone this happens in IS Protector's Enclave. So again. Why are these people just sitting in one zone, poring through chat to apply the /report spam feature? Hmm?
That particular zone is the hub for many things, INCLUDING trade, so why have a small group of people (compared to the total game's population) suddenly taken it upon themselves to "be fed up with" chat scrolling by? And why can't this be solved by moving out of the zone and/or utilizing the custom chat tabs features? I take zone chat out of EVERY MMO I play, because I know WELL IN ADVANCE it's going to be full of trolls and spam. Easier just to not see it and go about my game play.
No, this is about a select few wanting to enforce their will on the majority. It's about the exploitation of a broken system. Anything else is just an attempt to justify either of those actions. I state this with absolute conviction, as it is all I've seen come from four years worth of Cryptic games and their communities. Thankfully, I came in after Cryptic sold City of Heroes. Paragon Studios was really able to clean up after Cryptic and make a jewel from a lump of coal.
Hrm. Maybe that's what is needed here. Cryptic to just fold up shop and sell each of its games out to other studios so that REAL PROGRESS can be made.
