adding non quest related interactable NPC's for filler question

Can you add NPC's in quests that aren't there for any other reason but to interact with to get quest irrelevant dialogue? They wont fight for/against players, aid players in any way, there just there as irrelevant dialogue fillers.

Also...can you use NPC's as parts of the enemy mobs?
Thanks...

To the first question, yes. All of the kidnap victims in my quest can be interacted. The only bad part about this is that they show up with a speech balloon on the map that can sometimes confuse players (at least, based upon the feedback I've gotten)

Yep. Instead of starting dialogue from STORY from a quest objective, you set dialogue on the actual NPC as seen on MAPS.

With behavior set to Contact, there should be a box to enter text under it. If you want to set a dialogue tree, a button for Advanced Dialogue or something to that effect should be just under that.

Not directly. What you can do is, after a certain trigger happens, make the NPC disappear. Have an enemy encounter with the same skin appear from that same trigger.
